AB 987 Affordable Housing

Housing

Riverside County government has a strong commitment to ensure there is an ample supply of affordable and suitable housing made available to all persons, regardless of their economic status or functional ability.  The following Riverside County EDA Housing Programs are offered to meet the goal and objectives of the County's Consolidated Plan and Redevelopment Housing.

Neighborhood Stabilization Program

  • Neighborhood Stabilization Program (NSP) - The primary objective of NSP is to stabilize neighborhoods in areas with greatest need and stem the decline of house values of neighboring homes. The County offers various programs for certain activities available to public agencies, private non-profit organizations and for-profit organizations to address these needs.

Homeownership

  • Mortgage Credit Certificate (MCC) - Intended for interested homebuyers, the MCC entitles qualified homebuyers to reduce the amount of their federal income tax liability.  This tax credit effectively increases the homebuyer's purchasing power, which helps them qualify for a mortgage.
  • First-Time Home Buyer (FTHB) Program – Down-payment Assistance for qualified first time home buyers to purchase a new home.

Housing Development – New Construction, Acquisition and Rehabilitation

  • Home Investment Partnerships Act (HOME) Program - Intended for builders and developers, the HOME Program is designed to provide development of affordable housing to lower-income households, to expand the capacity of non-profit community housing development organizations (CHDOs), and to strengthen the ability of state and local governments to develop and implement affordable housing strategies towards local needs and priorities.
