Environmental Compliance/Planning

The Environmental Compliance/Planning Division (ECPD) is responsible for regulatory compliance of all capital improvement, tenant improvement, economic development and redevelopment projects, as well as County facilities.

During the Land Acquisition, Design and Construction phases the ECPD ensures compliance with the:

  • California Environmental Quality Act (CEQA)
  • National Environmental Policy Act (NEPA)
  • National Pollutant Discharge Elimination System (NPDES)
  • California's Porter-Cologne Water Quality Control Act
  • Western Riverside County and Coachella Valley Multiple Species Habitat Conservation Plans (MSHCP)
  • Clean Air Act

For ongoing compliance matters, the EPCD is responsible for over 300 EDA-maintained County facilities, specifically:

  • Air Quality Management District (AQMD) equipment source testing and permitting
  • Business Emergency Plans
  • Facility Pollution Prevention Plans
  • Water Quality Management Plans

The ECPD is responsible for the Agency’s Underground Storage Tank monitoring projects. It works closely with the Regional Water Quality Control Board representatives to characterize and delineate contamination, formulate and execute remediation actions, and realize cleanup and closure of contaminated sites.

The ECPD also reviews private development projects within Redevelopment Areas to ensure consistency with RDA goals and policies to eliminate and prevent future blight, while adding aesthetic and economic value to Redevelopment Areas.
