NSP FAQs

Below are Frequently Asked Questions (FAQs) regarding the NSP programs for NSP-1, NSP-2 and NSP-4. Please thoroughly review the Notice of Funding Availability (NOFA) Guidelines and Applications. If you should have any specific questions or are unclear about any details in the application or process, please refer to the “Questions and Concerns” section of the respective NOFA.

1.       Why does the property have to be vacant for 90 days?

  • The 90 days vacancy restriction is imposed to adhere to the Uniform Relocation Assistance and Real Property Acquisition Policies for Federal and Federally Assisted Programs. Regulations can be found at 42 U.S.C. Chapter 61(42 USC Sec. 4624 - Replacement housing for tenants and certain others.).

2.       I am not sure the property falls within the Target Area?

  • Applicants will need to use a combination of tools to verify the property falls within the Target Areas.  The following tools are available through EDA:

a)  NSP Target Area Search.

b)  Target Area Maps.

c)  Property Locator – Riverside County Land Information System.

d)  Property Information Center – Assessor-County Clerk-Recorder

3.       Do I need to identify all properties when submitting the application?

  • No, but keep in mind that one of the criteria for selection is Readiness to Proceed. Properties need to meet eligibility requirements set forth in each of the respective NOFAs. Any changes, deletions and/or additions, to the list of properties can be made during project implementation, but the total NSP allocation approved by the Riverside County Board of Supervisors cannot be exceeded.

4.       Do Davis-Bacon wage requirements apply?

  • Rental projects (NSP-2 and NSP-4) with 8 or more units must apply Davis-Bacon wages. Single-family homeownership projects (NSP-1) do not require Davis-Bacon wages, however, if the home is a condominium, townhome or belongs to an HOA, then Davis-Bacon wages will apply.
