The 830-acre Ripley Community Sub-Area is located approximately six miles southwest of Blythe on Neighbours Boulevard (Highway 78). The rural community is made up of residential, commercial and agricultural-related industrial land uses. In addition, there are a number of vacant and underutilized properties.

A spur of the Atcheson, Topeka and Santa Fe Railroad runs through the northern part of the project area.
