The Mecca Community Sub-Area is approximately 350 acres. The largest portion of the project area is in a triangle northeast of Highway 111, consisting of approximately 150 acres, much of which is either vacant or underutilized. The community itself consists primarily of housing for farm workers and businesses that serve the immediate area.

The project area straddles Highway 111, the main road running the length of the Coachella Valley. In addition, the community is traversed by a line of the Southern Pacific Railroad.
