The Winchester Community Sub-Area is comprised of about 30 acres in the vicinity of the intersection of Highway 79 and Simpson Road. The project area includes service commercial uses, a small amount of agriculture-related industry at the freeway, and a number of small residences.

A redevelopment project area was created in this small rural community in order to strengthen the commercial base in a single location. The County of Riverside hopes to revitalize the service commercial and neighborhood commercial uses in this area to minimize the conversion of outlying agricultural land for commercial purposes.
